◆日本語訳

日本TPPに関する意思決定過程を加速化し、農家支援の計画を発表

日本がTPPに参加すると決めた場合、安い輸入品に押し寄せられることを恐れて
いる国の農家を支援する案を作りつつ、政府は太平洋地域での貿易協定のための
多国間交渉に参加するかどうかの決定を加速しようとしている。

◆背景知識解説
------------------------------------------------------------------------

日本の農産物は基本的に値段が高め。そこに、値段の安い輸入品が入って来てし
まうと、日本の農産物が売れなくなってしまう恐れがあります。
（安全性や味を考えて、日本産を買う人も多いでしょうが）

そこで、農家を保護するために輸入される農産物には高い関税をかけて、
日本国内で売る場合には、あまり安く売れないようにしています。

しかし、日本の製造業者からすると、日本の主力製品である自動車や家電製品を
外国に買ってほしい。

しかし、日本が農産物に関税をかけているので、外国も「それだったらこっち
も」と、日本の自動車や家電製品に関税をかけています。

つまり、日本の自動車や家電製品は外国ではやや割高で売られているのです。

そこで、日本政府は「お互いに関税をなくしましょう」という貿易協定TPP（ア
メリカなど太平洋地域の国が参加）への参加を検討しています。

お互いに関税をなくせば、日本の自動車や家電製品が正規の値段で売れるので、
日本の製造業が成長する、というわけです。

しかし、一方、日本に入ってくる輸入農産物も正規の値段になるので、安い輸
入品が一杯入ってくることになり、農家は打撃を受けることが予想されます。

そのため、当然、農家はTPPには反対します。
そこで、政府は農家を支援しつつ、TPPに参加する、という方向を目指していま
す。
